Governor as tripped using a rope at the lower floor due to the motor not being able to lift the car off the safeties during a soft set.

4th floor landing, hoistway door could not be opened with the door operator or manually. Door hanger dropped down and door is wedgedon the sill.

Elevator was red tagged 9/15/2021 and placed out of service, state input wrong information (showed wrong inspector on state site) and allowed elevator to be worked on without properly getting red tag removed. Original red tag was on site and removed when I arrived.
