Upon performing the required five year full load, the elevator controller failed to allow the elevator to perform the 125% of rated load lowering test. This appears to be a “load weighing” or “controller” issue as the physical operation of the mechanical brake does lower and hold 125% of the rated load. The controller/load weighing shall be repaired and a reinspection with 125% performed before the inspection is completed.
