The counterweight governor pull-through was inadequate to operate the safeties. The governor shall be repaired or replaced so that the governor pull-through force is at least 67% greater than the force required to activate the safety. Note: The elevator has been locked and tagged out of service by Schindler Elevator. A re-inspection is required before the unit can return to service. Elevator Red Tagged.
